Maybe in Seireitei there should be 13 "sticky" areas. Each specifically dedicated to squad specific posts. Each Captain can also have a "sticky" within that area for their office. Squad specific specialties can be in a "sticky" within their area too.
Ex.
Squad 4 Med bay
Squad 12 Technological Bureau
Hezro Hittori Captain Commander

Yeah, we will add them when we have enough members, no sence having them when we can't even fill captains positions
